Bellrock Property & Facilities Management Ltd provides specialist risk focussed workplace management and property management services to a wide range of complex and sophisticated clients throughout the UK. Operating in the corporate, healthcare, education, retail & leisure and local authority & central government sectors, we create and implement bespoke solutions to improve the performance and value derived from non-core activity. In particular we manage 28 PFI contracts, where 7 are reaching expiry within the next 2 to 5 years.

 

As part of the continued growth, the opportunity has arisen for the Project Director Commercial (PFI) to join Workplace and Compliance department.  Project Director Commercial will be dealing with the commercial challenges of public sector and PFI contracts to support the front operations team in navigating through the contractual complexity of a PFI contract. Reporting to the Managing Director WCS (GPP), you will be supporting a variety of proposals and bids with varying levels of complexity across our four main business workstreams.  With strong commercial experience and legal skills, you will be able to lead the operations teams through the handback negotiations with various governing bodies includes central government departments, advise the Bellrock management board on an issues or conflicts and report on the commercial risk profile of the contracts.  Your experience will also contribute to the continuous improvement of our internal commercial management and governance processes.

This candidate will have:

Essential

  • Legal and commercial acumen with contract models
  • Experience in the Public sector post contracting commercial management
  • Managed and advised through contract issues, disputes, negotiations
  • Understands delivery of support services, including hard and soft FM

Desirable

  • Involved in contract activity across services within Central Government, Health, Education
  • Has an awareness and some experience in the PFI expiry (handback) process
  • Understands PFI models and able to walk through the complexity to assist both clients and operations to see innovative ways through ambiguity

Key Accountabilities:

  • Owning, producing and tracking PFI expiry due diligence facilitate operational and commercial based decision making.
  • Understanding the client business drivers for a given expiry, supporting the development of an appropriate commercial solution and model and contributing to the preparedness of the contract for “handback”.
  • Understand the commercial and contractual terms of each PFI contract and ensure commercial risks are identified and quantified for consideration in the cost model.
  • Present contract commercial risk profiles (including mitigations) to as part of our Governance Process through the MD, COO and Management Board
  • Complete and present financial implications of any contractual requirements e.g. KPIs/SLAs etc.
  • Work with the wider business to manage risks, mitigations and assumptions.
  • Advising on the internal cost model and client pricing model for all contracts.
  • Using wider business knowledge, applying benchmarking standards and threat/ opportunity analysis.
  • Support the Regional Operations Directors in attending client/ governing body reviews, meetings as part of the “handback” process.
  • Understand and resolve complex technical, strategic and business issues, whether legal review is required or commercial analysis can support an outcome/ position.
  • Using commercial acumen be prepared to lead operational teams in commercial disputes

Core Qualities & Atrributes:

  • Contracts experience and a demonstrable track record of owning and delivery pre and post contract activity, including:
    • Good understanding of both the public and private sector commercial contracting vehicles eg PFI, NEC3/4 including detailed understand of terms of conditions applicable to the Facilities management sector
    • Ability to identify and analyse key commercial risks such as KPIs, SLAs and contractual dependencies
    • Strong contract drafting and negotiation skills
    • Strong knowledge of contract law
    • Good working knowledge of GDPR
    • Proven background in dealing with complex commercial disputes
    • Sound financial acumen (P&L, cashflow, balance sheets) and understanding of financial modelling, contract pricing and differing pricing models
    • Producing reports and summaries which clearly articulate key matter for senior and/or non-commercial individuals
  • Advanced Excel skills to support financial modelling
  • Diligent in document record keeping and maintenance of audit trails
  • Starter – Finisher: seeing activities through to successful completion
  • Resilient, self-motivated, dynamic and efficient
  • The ability to prioritise, meet deadlines and work under pressure
  • Have good communications skills and a team ethos approach
In return Bellrock are offering a competitive salary. Working hours are Monday – Friday based on 37.5 hours per week and 25 days holiday per year + bank holidays.
